1. Ice actually weighs less than water.

The molecules in liquid water are more densely packed than when frozen. When the water freezes, they freeze in a hexagonal crystal form and even though they are bonded together, they are actually spread farther apart and so aren't packed as densely as when they are in a liquid state.
2. Our drinking water comes from 1/10,000 of a percent of all Earth's water.

The epidermis on other parts of your body is simply too thin to get that wrinkling effect.
